Here, the female figure takes on the roles of both Lady Justice and Lady Liberty, with money spilling from the unbalanced scales of justice. Embroidered along the border of this tapestry is a poignant excerpt from Emma Lazarus's poem “The New Colossus," a renowned verse that symbolically invites the oppressed masses into the land of freedom.
